I don't own this machine, but after seeing the complaints about quality, I researched and found that in 2007 Hoover underwent a change of ownership. Whirlpool Corp. sold them to TTI International, a Chinese company who also owns Dirt Devil, Regina, and other brands. As a general rule, lots of things tend to slip through the cracks for the first 3-4 years when a company changes hands. Whether this accounts for the poor quality of the refurb units, I have no idea, and whether TTI is really committed to Hoover for the long term, or whether they're just in it to flip it someday soon is anyone's guess. Time will tell.
